Published online in the November/December magazine, the report sets out "To see how the integrity of islands around the world is holding up, Traveler and National Geographic Center for Sustainable Destinations conducted a fourth annual Destination Scorecard survey, aided by George Washington University.

CONSERVATIONISTS WIN CRUCIAL VICTORY WITH THE RESCUE OF THE BACALAR CHICA NATIONAL PARK AND RESERVE IN BELIZE

Belize reefsA large turnout, intense protest and public outcry carried out over the internet can all be credited as major factors in the rescuing of the Bacalar Chica National Park and Marine Reserve, a significant protected areas along the Mesoamerican Barrier Reef in Belize.

In 1996, the national park was one of seven sites along the reef designated as a UNESCO World Heritage site as part of the Belize Barrier Reef Reserve System.

After a critical meeting held between both parties in Belmopan this week, the Belizean government has fully agreed to the demands of the conservationist’s group APAMO – the Association of Protected Areas Management Organizations.

The GOP, represented by the Minister of Natural Resources, as well as senior officers and officials from the Ministries of Natural Resources, Foreign Affairs, Fisheries and the Departments of Lands and Environment, agreed to the following

• The government will not de-reserve the Bacalar Chico National Park,
• The government will activate the National Protected Areas Commission,
• Any future de-reservation, as well as all scientific and consultation procedures, will go through this Commission (for approval),
• And the biggest news is that the government will stop de-reservation of all other protected areas.

APAMO reports it will remain vigilant, and having successfully obtained all of its requested concessions, have called off the major protest planned for next week. Meanwhile, the GOP has made an official announcement acknowledging it has cancelled the Bacalar Chico deal.

This announcement reflects a change in the GOP’s prior stance to de-reserve, and open for sale, portions of the World Heritage Site.

After the Minister of Lands announced that the deal was cancelled, the residents of San Pedro held its planned town meeting which overflowed with concerned residents who were soon celebrating the cancellation announcement.

Elito Arceo, President of San Pedro Business Association noted that after the initial internet posting of the proposed sale and de-reserving of the Bacalar Chico, the Association received emails from the UN, UNESCO and the WWF.

He noted residents are still proceeding with caution as they want more than a press release and await an official document citing that the reserves will not be de-reserved

HEALTH DISASTER FORECAST IN THE FRENCH WEST INDIES

Health disasterGuadeloupe and Martinique face a "health disaster" with soaring cancer and infertility rates because of the massive long term use of banned pesticides on banana plantations, a top cancer specialist warned this week.

Martinique and Guadeloupe are currently facing "an extremely serious crisis linked to the massive use of pesticides for a great many years," states Professor Dominique Belpomme.

"The rate of prostate cancer is major. The French Caribbean is second in the world ranking.


Extrapolations show that nearly one male in two will be at risk of developing prostate cancer," he said."In addition the rate of congenital malformation is increasing in the islands. And women are having fewer children than 15 years ago. The standard theory is that this is because of the pill, but I think it is linked to pesticides," he said.

Chlordecone, also known as kepone, which kills weevils, was banned in France's Caribbean territories in 1993, but it was used illegally up to 2002.

The French islands produce 260,000 tonnes of bananas a year, worth some 220 million euros (305 million dollars). The industry, which employs 15,000 people, also receives 130 million euros in EU aid.

"The situation is extremely serious. The tests we carried out on pesticides show there is a health disaster in the Caribbean. The word is not too strong. Martinique and Guadeloupe have literally been poisoned.

The poisoning affects both land and water. Chlordecone establishes itself in the clay and stays there for up to a century. As a result the food chain is contaminated, and especially water. In Martinique most water sources are polluted," he said.

ANTIGUA FILM AIRS ON WORLD TELEVISION PREMIERE

HAMA Films, the Antigua & Barbuda independent film and television producers will become the first filmmakers to have two of their films, "The Sweetest Mango" and "No Seed," make their world television premiere on the Caribbean Media Corporation's cable channel CaribVision – "the eyes & ears of the Caribbean."


CaribVision - available in 21 Caribbean territories and on DirecTV in the USA, is a 100 percent Caribbean-oriented channel, which features a unique blend of culturally rich, reflective, informative, and entertaining content.

"In terms of distribution, this is our most significant achievement', said Howard Allen, the producer and director of both films. "It offers a lot of promise for independent producers in the region. I'm proud to share our Antiguan & Barbudan experiences with audiences all over the world."

Allen's wife and Executive Producer, Mitzi Allen, said both of their films have already become cult favourites among filmgoers starved for Caribbean content. "But this type of validation –the fact that such a wide audience is going to be seeing our films – is a fulfillment of our lifelong dream."

"The Sweetest Mango," a romantic comedy, was first released in 2001. It was the first feature film for Antigua & Barbuda and the first indigenous film for the Eastern Caribbean. Since its release, the film has been screened at several film festivals across the Caribbean and the United States.

"No Seed," a political drama was released in 2002 and has also made the rounds to film festivals in the Caribbean and the United States. It received critical acclaim from the Department of Cinema and Photography at Ithaca College N.Y.

"Over the last six years we have explored various distribution options, most of which do not cater to small independent productions," said Howard Allen. "I think this venture with CaribVision is the right choice.

Although local support is critical to any production, mass distribution is the only way it can be financially viable. We're hoping the added exposure will create some new business opportunities for us."

"The Sweetest Mango," is set to premiere on CaribVision on November 7th 2007 at 9:30 p.m. The date of the world television premiere of "No Seed" has not yet been released.

EASTERN CARIBBEAN CENTRAL BANK SHOWS RAPID RISE IN DEPOSITS

A statement from the the St. Kitts-based Eastern Caribbean Central Bank (ECCB) announces a rapid expansion in deposits in the sub-regional banking system.

"Consistent with the general buoyancy in economic conditions, total deposits grew by 11.8 percent to $15 billion over the year ended June 2007 compared with an increase of 9.0 percent over the corresponding period of 2006.

Growth in the sub-regional economy during the period was driven largely by significant foreign direct investment inflows, expansions in construction and agriculture and favourable performances in wholesale and retail trade. The ECCB Business Outlook Survey also indicated generally strong business confidence during the period.

Domestic credit expanded by 20.3 percent to $9.1 billion during the twelve months ended June 2007 compared with the 16 percent growth recorded during the corresponding period of 2006. Commercial bank liquidity remained above the prudential limits despite the overall decline recorded as at the end of June 2007. This development was however consistent with the strong expansion in domestic credit over the period which commercial banks financed in part by a drawdown of their net foreign assets and borrowing from their head offices.

Favourable interest rates in the USA and large inflows from tourism related activities contributed to robust growth in the net foreign assets of the Central Bank.

There was however a decline in the net foreign asset position of commercial banks reflective of the drawdown to finance the vibrant credit expansion exhibited over the period. Consistent with the increase in the central banks’ net foreign assets, the backing ratio for the domestic currency rose.

There is evidence of a downward trend in the real effective exchange rate (REER) mirroring the slide of the US dollar (to which the EC dollar is pegged) against major world currencies".

ST. KITTS AND NEVIS CONTROL ESCALATING COST OF LIVING

Twenty-nine items comprising basic food items such as chicken, meats, fish and rice as well as non-food goods including toothpaste, disposable diapers, and some pharmaceutical products are addressed in a Price Control Order announced by the St Kitts and Nevis government.

At a press conference on Thursday at Government Headquarters, Minister of Industry, Commerce and Consumer Affairs Dr Timothy Harris said the price control initiative is a direct intervention by Government to protect consumers and small businesses from the spiraling costs of goods, and to achieve a level of moderation in the cost of living.

“We empathize with the public concern,” the Minister stressed. “We are aware that the inflationary trajectory of prices is partly caused by imported inflation since we import almost all that we consume.

“The Government, however, is concerned about the diminishing purchasing power of pensioners on fixed incomes, our workers on the Industrial Estate, our domestic workers and other categories of fixed income earners who continue to see their hard earn dollars stretched each week.”

The gazetted Price Control Order will set the maximum wholesale and retail markup to be applied to the listed items. Harris explained that a 20 percent markup of the landing costs for frozen items and dry goods has been prescribed for wholesalers. A retail markup of 30 percent on frozen goods, 20 percent on dry goods and 35 percent on pharmaceutical products of the wholesale price is permitted.

Although prices cannot be legally marked up higher than that listed in the Statutory Rules and Orders (SRO), distributors are encouraged to offer the goods at a lower price.

The Minister said the matter of inflation is a national concern and government was careful in considering all factors when making a decision. He cited recent discussions with bakers - who recently sought to raise the price of bread and other baked goods, due to the increase in the cost of flour overseas - in emphasizing this point.

“We had a wide acceptance of the view that the prices were moving too rapidly and too frequently and that concern I think, is one that is accepted by the Chamber itself since the membership in their individual capacities representing their own businesses have basically made that point to the Government,” he stressed.
