NO-ONE'S BUYING IN TOBAGO EXCEPT TOBAGO NATIONALS

The current situation in Tobago with regard to the purchase of property by non-nationals is unfavourable.

Expats cannot buy real estate in Tobago without an Alien Landholders licence and there is no administrative machinery in place to apply for the licence. Therefore over the last four months no sales to non-residents have taken place.

Real estate agents and non-resident property owners in Tobago are hoping that this issue will soon be resolved and that Licences will start to be issued again.

Resolution will mean that some areas of Tobago will be no longer be available for property purchase to expats. Sources suggest that there will be certain areas designated to non-residents for purchase and certain areas, such as Delaford, in which they will no longer be able to own property.

Its also suggested that non-residents will not be allowed to buy properties under a certain value. Thus ensuring there will be property stock available to local buyers at a more affordable price.

JUST OLD FRIENDS - CABLE & WIRELESS V. DIGICEL

Cellphones in the Caribbean Digicel claims to be the leading and the fastest-growing mobile operator in the Caribbean, and questions competitor Cable & Wireless' recent end of financial year (March 31, 2007) results with regard to C&W's market share in the region.

Digicel cannot understand how the former monopolist has recently made claims of achieving the number one market position in Grenada and being only 1 percent behind
in St. Vincent & the Grenadines.

In Grenada, where Digicel launched in 2003, the company has achieved a 21 percent market share lead over Cable & Wireless and a 26 percent lead over them in St. Vincent & the Grenadines where the company also launched in 2003. Digicel actually achieved number one status in St. Vincent & the Grenadines within three months, which is still maintained today.

Digicel Group's subscriber growth over the 12 months to March 31, 2007 was 144 percent and the company has 4.7 million customers across 22 markets. In the 12 month period to March 31st, 2007, Digicel delivered 50 percent growth in the 12 markets -- including Anguilla, Antigua & Barbuda, Barbados, the Cayman Islands, Dominica, Grenada, Jamaica, St. Kitts and Nevis, St. Lucia, St. Vincent & the Grenadines, Turks & Caicos, as well as Trinidad & Tobago -- in which it competes against its competitor Cable & Wireless.

Within these markets, Digicel has 700,000 customers more than its main competitor, which has operated in the region for more than 100 years.

One of Digicel's shrewdest of moves was to capture the main sponsorship of the West Indies Cricket Team from Cable & Wireless a couple of years ago, thereby branding the name deep into the psyche of young Caribbeans everywhere.

PRINCESS JULIANA AIRPORT FACELIFT FEE IN ST.MAARTEN

St. Maarten AirportInternational Airport operating company N.V. PJIAE will introduce an Airport Improvement Fee (AIF) effective July 1. A charge of US $5 per passenger leaving Queen Juliana International Airport is to be levied from July 1st. The fee applies to departing domestic and international passengers. To facilitate a smooth passenger flow, it will be collected via the airline tickets.

International Airport operating company N.V. PJIAE will introduce an Airport Improvement Fee (AIF) effective July 1. A charge of US $5 per passenger leaving Queen Juliana International Airport is to be
levied from July 1st. The fee applies to departing domestic and international passengers. To facilitate a smooth passenger flow, it will be collected via the airline tickets.

The levy will discontinue when passenger levels increase to sustain the investment of the new terminal building and related works. Phase II Capital Investment Project that was put into operation in October 2006 represented an investment of some $92 million. The project was financed on the international capital market via a commercial loan.

Caribbean airports usually introduce a special charge in addition to regular rates and charges to cover new capital investment. The new levy, which will increase the total amount in fees a passenger has to pay before boarding international flights to $44.35, will go towards helping the operating company meet its financial obligations, including the payment of interest and the principal on the loan.

Increase in passenger levels had been set at three per cent per year and in case of a substantially bigger increase per year, it is not specified what that might be, the levy would be withdrawn. The airport received just under 1.7 million customers in 2006.

MONSERRAT, DANNY GLOVER AND MS CARICOM

MonserratMonserrat known mainly for its active volcano celebrates new cultural beginnings. A new cultural centre, made possible by the fundraising efforts of former Beatles producer Sir George Martin, is part of the country’s long-term strategy to develop Little Bay as a new urban area.

The facility is a venue for concerts, conferences, exhibitions, ceremonies, and other special events.

The Montserrat Cultural Centre, opened on 12th May 2007, was built at a cost of over US$2 million. Most of the funds were a direct result of the efforts of Sir George Martin who fell in love with the island in the 1970s.

During that time, Martin bought a house and created Air Studios, a state-of-the-art recording facility that quickly became popular within the music industry until it closed its doors in 1989 when Hurricane Hugo struck the island.

After the volcanic destruction of the 1990s, Martin led the way in raising funds for the new cultural centre by spearheading a major fundraising concert event. Dubbed Music for Montserrat, the concert was held at London’s Royal Albert Hall in 1997 and featured many of the former Air Studios recording artists such as Paul McCartney, Sting, Elton John, and Eric Clapton. Martin also sold 500 autographed limited edition lithographs of the score he produced for the Beatles’ song “Yesterday.”

The Montserrat Cultural Centre, featuring the 700 seat Sir George Martin Auditorium, conference rooms, a bar and restaurant area, changing rooms, rehearsal areas, offices, and a large outside area for open air performances, already has a major event planned for this summer.

On July 21, the 2007 Miss CARICOM International Pageant will take place at the centre. Award-winning actor, Danny Glover, is scheduled to appear at the event as Master of Ceremonies.

Montserrat, a lush green and mountainous island of approximately 39 square miles, lies in the Eastern Caribbean chain of islands. This tiny British overseas territory boasts the spectacular Soufrière Hills Volcano, a modern day Pompeii in the form of its buried former capital city Plymouth, alongside flourishing, green mountains, world class nature trails, deserted dark sand beaches, untouched reefs and a quiet
friendly charm reminiscent of the way the Caribbean used to be.

DOMINICA TEST CASE OVER EXPAT LICENSES

DominicaThe Dominican Government are being taken to court as a test case over whether they can apply the 10% alien landholders license on properties that are exempt under the current act.

Up until recently anyone buying less than one acre of land for private use or less than 3 acres of land for commercial use were considered exempt from the act and not charged.

However recently the government has started charging all property purchases the 10% tax, causing a lot of confusion as there has been no revision of the act and the wording of the act seems to exclude small buyers.

NOT JAMAICA AIR BUT VIRGIN AIR

Air JamaicaOn October 28th 2007 passengers flying to London from Kingston on Air Jamaica will find themselves embarking on a Virgin Airlines jet instead.

Under the agreement, Virgin Atlantic will operate four roundtrips per week from London Gatwick beginning October 30, with twice-weekly services to Kingston in addition to Virgin's current twice-weekly services to Montego Bay. The Virgin Atlantic code will be added to Air Jamaica's domestic flights between Kingston and Montego Bay.

Air Jamaica, a troubled airline for some years, and has been looking to offset some of its less lucrative routes. In order to continue their UK presence this agreement with Virgin Atlantic's much larger marketing and operational matrix, will allow them to concentrate on their core routes throughout the region with their narrow-bodied fleet.

Tickets for the new code share flights will go on sale immediately with the reservation networks of both airlines linked.

Under the agreement, passengers traveling between Jamaica and London Heathrow will also be able to take advantage of free stop-overs at common gateway cities at Miami, JFK, Newark, Chicago O'Hare, and Los Angeles, and with respect to London Gatwick, the same would apply to Orlando and Barbados.

DID MEXICO MOVE OR DID THE BARRIER REEF MOVE?

On May 28th, 2007 during the live television broadcast of the 2007 Miss Universe Pageant in Mexico City, to some 1 billion viewers worldwide, Cozumel, Mexico announced that it was “… home to the second largest barrier reef in the world….”

 

This has stirred up Belize residents disapproval and resentment as nothing else has for a long time.

The Belize Tourism Board is hopping mad about it and a very stiff letter has been written addressed to the Ms. Universe Organizing Committee and copied to the Ministry of Tourism in Mexico, requesting a formal retraction of this erroneous statement and clarification of the facts to the viewers of the Miss Universe Pageant.

The 185-mile long Belize Barrier Reef, hugging the entire coastline of the country of Belize is one of the country’s most valuable natural attractions. "Offering world class adventure to divers, sports fishermen and snorkel enthusiasts alike, the Belize Barrier Reef has set us apart from our competitors and has served as the foundation for Belize’s vibrant and growing tourism industry." said a spokesman.

In 1996, the United Nations Educational Scientific and Cultural Organization (UNESCO) recognized and designated the Belize Barrier Reef as a World Heritage Site.

These and other facts have been shared with the Organizers of the Miss Universe Pageant in the letter expressing the collective views of the Government and people of Belize.

It seems that Belize is looking for a formal apology from Mexico, and will not be satisfied with anything less.
